Opened PT on Mac. I look at black page, looks good but audio is playing but no audio in meters. I try to press black (Activate on this device)takes me back to black page.

First off, you have shared your license activation key publicly on this Community Support forum, in the screesnhot attachment. I have taken the liberty edit your post with an updated screesnhot (with the activation key blurred out). Please be careful not to share your license details publicly.
Regarding the issue, first check if you haven't accidentally muted the SoundID Reference output device using the Mute keyboard key on your Mac. If this is not the fault, follow the guide here: No sound/no calibration effect in SoundID Reference standalone app
