Hello, as the title says, I can't get the volume meter to land at the correct level to test because it goes to feedback. I have to turn volume up all the way and also get a lot of white noise. Any suggestions, thanks. UR22C soundcard to laptop.

You should be able to solve your issue and perform proper measurements by disabling direct monitoring on your device.
You can accomplish this turning the Mix knob all the way to the DAW setting.
