I would like to know if I install Ref 4 on, say, drive C and then later remove it and reinstall it on drive D on the same computer, does that amount to installing it in two different computers? Or am I allowed to move it around in the same machine as many times as I see fit? The reason I'm asking is that with SSD's and PCIe M.2 drives getting faster by the month I buy new ones quite often and would like to keep Ref 4 on the fastest one.

No worries!
You should be able to set-up Reference on another drive, however you should perform a complete uninstall before doing so.
